High-Value Healthcare
Knowledge Domain: This is where research & development is done. Involved are research institutions, academic medical centers, pharmaceutical and device manufacturers as well as funding and regulatory agencies.
Care Delivery Domain: This is where the patient received health care services. Involved are hospitals, clinics and physician offices, emergency medical services, extended care facilities, and other outpatient services.
Payer Domain: This is where payment for health care services is generated. This can be employer-sponsored, other private insurance, government funded, individual self-pay or unfunded.
Policy Domain: This pertains to the policy and regulations impacting the Knowledge, Care Delivery, and Payer Domains. This includes access, privacy, licensure, accreditation, protection, safety, funding, and anti-fraud.
Focus Areas
The Center for Healthcare Delivery and Policy describes, promotes, and facilitates the realization of high-value healthcare delivery, identifies barriers and solutions to overcome them, and conceptualizes policy directions and options. Focus areas include:
- Modelling high-value care

- US vs. international considerations

Related Projects
During the pandemic the Center developed relationships and met regularly with the CEOs, CMOs, and Supply Chain leaders in the major healthcare delivery systems in Maricopa County around the topic of emergency preparedness and resilience. After action reports focused on Readiness (skills, training, supplies); Quality of the Response (reserve workforce and supplies); Surge Management; Recovery; and Learning to improve for the future. This is an ongoing body of work with current focus on post-pandemic Learning particularly in the areas of supply chain and workforce.
The ultimate goal, as the lessons from the pandemic and resultant changes are implemented, is development of a cross-disciplinary Healthcare Council that functions as a trusted partnership to share data, problem solve, discuss challenges, and formulate best practices and approaches to high-value patient care and community health.
